I don't know if this is helpful......last summer I had a person from the Soil Conservation (they have a new name now, but i do not remember what the name is) come to my place and give me advice. My pasture/hay field has not had anything done to it for several years, and the quality is pretty poor.
His recommendation......do not plow it under or re-seed until I get soil tests done, and get the pH and fertility of the soil where it should be. He said that spending money for seed would be like "money down the drain." He said that the good seed will not grow until the fertility is correct.
