If by horse fencing you mean board fencing...
Not really. It will work for the bigger goats, if its bottom rung is low enough to the ground. Still, some bigger goats would probably manage to get out anyway.
We actually have a board fence as a perimeter fence, as the previous owners of the place had horses. It wont keep babies in, but it does keep full-size does in. But these does are the lazy ones who dont care to test the fence all that much, so I dont know how well it would work for goats who wanted to get out.
I think the best goat fencing is woven combined with electric, or cattle panel with stout posts which can also be combined with electric.
If you combined an existing board/horse fence with electric, or woven wire, or cattle panels, or anything to block up the spaces between boards, it would probably work all right but dont bother putting up a new one if youre installing fence.
