Doe in heat, question

One of my Nubian does is sure acting like she is in heat. She's bawling, wagging, rubbing on the buck, peeing for the buck. However, when the buck tries to mount her, she runs off like she wants nothing to do with him, then starts all over with the rubbing and wagging. Is she just acting? Do I need to hold her in order to get her bred? The buck is definately interested.

She may just not quite be in a standing heat yet.
