Pallets will work for a goat pen, if you can make it taller, as they can easily jump out of a pallet pen (even small does -- pallets are only about four feet square, more or less). Cattle panels are better, if you can afford them.
The cattle panel shelters do work, but if you get much snow in the winter, you need to make sure there's a center support to keep the roof from collapsing under the snow load. Also, try to fix it some way so the goats can't get up on top of the thing. They are hard on the tarps, and also will bow the cattle panels and make the roof sag in.
