after 24 hours it should have ben out. i would give her lutelyse to open the cervix again milking more frequent will release oxytocin and help expel the placenta.
what minerals do your goats have available? retained placenta is almost always mineral deficiency.
i would take her temperature twice a day to see early signs of uterus infection to start antibiotics early if necessary.

It's not a retained placenta if it's hanging out of the body. And any vet would simply cut it off short and have you put the doe on penn for a few days. My vet would manipulate back open the cervic and work on the (suction cups that look just like octopus suction cups) and then give you this whole speil worse than what I do

It's nasty to us, mostly because of being out in the air she can smell god awful, but rarely is it harmful to the doe.

Yes you can do like Suzanne suggested if you can get lute.

Might want to keep a few cc of oxytocin on hand before kidding season. 1/4 cc given to a doe 12 hours after kidding will help her expel the placenta.

And yes, not cleaning is nearly always nutritional, be it copper or calcium. Vicki
