Does anyone know what it is? Is it chlorine, or chlorhexidine, or something else?

chlorine - essentially it's a concentration of bleach that disinfects but does not need to be rinsed. Good stuff.

I love that stuff. It works great. I use it for cleaning the bucket and stuff. (no need to rinse)

No. It's just like that "hard surface sanitizer" that clorox and lysol came out with a couple years ago, I think. Only that stuff was probaly $2.50 a bottle and the hoeggers powder is one zillionth of the cost.
