tulsa state fair showing ?

I am looking into letting my daughter show at the fair. if I remember correctly I watched a "pee wee" class or something like that last year. I really don't know anything about showing. from reading through the rules I got the impression that the goats need not be registered as I saw that there is additional $ if the doe is registered. is this so? It says the goat needs a scrapies tag among other things. what does it take to get the health certificates neccesary? HELP I am completely clueless about this. we don't have any registered stock and at this point this is really just for fun and experience.
