Growth on goats jaws normal?

I was at the county fair and saw several goats (I beleive they were nubians) with these pendulous growths hanging on each side of the jaw...like tear drop shaped- covered with hair like normal skin. Now I have not seen tons of goats before, mostly ones at the zoo and a couple of people I visited that had them- and I have never seen these. Is this normal? If so what are they?

wattles

Q: What are wattles?

A: Wattles are little folds or tufts of skin covered in hair located on the neck under the jaw (sometimes they can be located slightly higher under the ear). Wattles are sometimes called "bells" or "skin tags". Wattles are most commonly found in dairy-cross boers, dairy goats, and pygmy goats. Goats can either have one wattle or two. They serve no purpose and are believed to be "left over" from evolution. They are a genetic trait just like beards, horns, etc.
