I do not have experience with lungworm, nor do I know it's life cycle -- but my opinion is that another dose won't hurt her.

We use Valbazen for tapeworms. The second dose causes a lot more shedding - but that may be to do with the life cycle of the tape.

i believe to make a diagnosis without having a fecal check (bearman technic for lung worms) is plain wrong and not a good practice.
i would send a fecal sample to a lab and specify what to look for.
coughing can have so many reasons. could be dusty barn/paddock/hay, could be scar tissue from an old pneumonia, other parasites like strongyles, that needs to be coughed up to complete the life cycle.
life cycle of the common goat lung worm is five weeks. i would repeat treatment twice, three weeks apart if diagnosis is confirmed.

Have you checked her temp to rule out pneumonia?

I used a lungworm medicine other than Valbazen last winter on my goats. The name escapes me now unfortunately. It helped the coughs quite a bit.
