Itchy Goat!

My little pygmy keeps biting his back legs and kicking like something is biting him. It is a little red at the areas he is biting, but I can't see any bugs. What could this be? He is very uncomfortable

Mine have done that when they had stepped in ant beds, but with no bugs to be seen, I would go though the coat with a fine tooth comb just to double check as fleas, ants and lice can be quick movers.
Ive seen animals have reactions to stepping in nettle and it stings for a while after you get into it.

I will do that. If it is insects, what should I put on the coat?

Im by far no expert but DE seems to work pretty well on my goats lice infestation, since we use her milk we didn't want to use chemicals. If not for food, 7 dust is the more common thing used I believe, I always used it on my dogs and horses back when I would use poisons.
