Jill,
The solar fence chargers that I've been able to find are not powerful enough for goats. Not only that, they're outrageously expensive. We use a $99 Nine joule low impedance charger with solar panels and our inverter. Though our inverter is over 3,000 watts you should be able to get away with an inexpensive Walmart job since the fence charger only draws about 6 to 10 watts.
There is a point worth mentioning here, however, some fence chargers won't work well with modified sine wave inverters. So be sure to check that before going that route. We purchased a Parmak and though it would work for a short period of time... an hour or so using the $40 inverter, we ended up switching it over to the big pure-sine-wave inverter at Parmak's advice. Our previous 6 joule fence charger worked fine for many years. I think it has something to do with the power supply in the fence charger.
After you get past that point, your biggest expense will be the solar panel. For advice on all this, visit the alternative energy forum...
