Snow and electric fencing

Does having a strand of electric fence buried in the snow bleed off the charge?

yes. anything touching it drains the charge.

Just disconnect the covered strand. Hook it back up when the snow is off. The same technique can be used when the grass grows over the bottom strand in the spring.
