Well, it certainly wouldn't be Nigerian, as they are Nigerian Dwarfs!  I doubt you'd want to use a Boer, either - they're more likely to be on the menu than on the trail (meat goats).
I would think a wether of any of the standard dairy breeds would work, depending on their size. I have a Nubian/Saanen wether that I can straddle and just put my feet flat on the ground - and I'm 5'7". My other two wethers, Alpine and Toggenburg, are much smaller, but I think that is more the individual than the breed. One of my purebred Saanen does is huge, so a wether from her would be big (actually the Nubian/Saanen is her grandson).
I imagine if you check out the ADGA website, you'll find listings of breeders in your area. Send them an email and tell them you're looking for a wether to train up as a pack-goat. You'd want to start with a young one, to socialize it and get it used to strange places and people.
