Baking soda! If he won't lick it, spoon a bit in his mouth, let him swallow. Do some more.

It sounds like there may be something worse wrong, but that's a place to start.

Agree with Rose, baking soda.

Then quit the new hay for a bit. Do you have any regular grass hay? If not, just fresh grass & maybe some blackberry or raspberry leaves (a favorite treat). Also I'd give some vitamin B. Either an injection, if you have it. Or even human vitamin B pills in a pinch. Give him 3 crushed.

How about his poo & pee? Is he drinking well? Eating other things? Maybe got into some vegetation he shouldn't have? Azela, rhodadendron (wow my spelling is bad today!)

You said he was walking in circles. Is his head tilted? What's his temperature? Is his side tight sounding?

If he is frothing I would give him some mineral oil or corn oil to help cut the foam so he can expell it. I would give him baking soda also.
