It's only as bad as the people you buy your animals from. If you buy from people who don't test or buy from auctions then you always run a risk no matter where you are. With animals travelling ALL over the US (purchased from all over the country) I don't think there are any "safe" places. It's how diligent YOU decide to be with the stock you bring in.

The same as anywhere else, I imagine. Buy goats only from a reputable breeder who tests for both and raises kids on pasteurized milk or milk replacer.
