Mine is all 4'. If you get goats that escape, usually a strand of hotwire along the top stops them. If you get large breeds, the bucks may be harder to contain and need higher fence or more strands of hotwire.

Goats are more likely to go through or under a fence than over it. I would still go at least four and a half feet, though, and higher for bucks.

Goats will push on a fence until it is destroyed, or walk it down. Horned goats will get their heads stuck in the fence and destroy it. Kids can go through VERY small holes! A couple of strands of electric fence will help, but you'll have to make sure it's HOT and stays hot -- they are quick to discover when the power is off to the hot wire. What I've found works best is cattle panels, or actually combo panels (they have smaller openings at the bottom than cattle panels do). In high pressure areas, they need a fence post in the middle as well as at each end.
