If you don't mind buying grain and hay all year round, all your cow would need is a very small exercise yard.

I have six head right now in a several acre paddock ajoining my barn and they seldom leave the barn.

My gal gets hay and grain, tons of love, and the chance to be tethered on 7/8 of an acre once the weather is good (she's tethered as there isn't a fence around the perimeter). Our house, barn, greenhouse, cow, chickens, goats, etc. are on 1/4 acre. Everyone is always healthy, though I do beat myself up thinking Corabelle would love to have (and deserves) bigger pastures.

a jersey cow will do good an small ammounts of pasture, they were origionaly from small island, and are very effeicient eaters/producers. plus they are smaller.
the ammount of land depends on how much feed you want to pay for. I've read of dairys keeping their girls stalled during the winter. they arent really into exercise anyway some of ours only leave the lot to go to the pond, even though they arent locked up.
