Udder development before calving

How soon should an udder start to develop before calving? The 2nd calf heifers are just starting but the 1st calf heifer looks like nothing is developing yet. They will calf in the middle of Dec. within a few days of each other.

The second time calvers already have udders from the last calves, so theirs will should earlier. The 1st timers still have that tight, high udder. She should back up a few weeks before calving, so I wouldn't expect to see anything until November.
