I cannot recommend the type of cold season grass but I can some suggestions on methods. I would not disturb the ground any more than necessary, no plowing. If there is any overwintering ground cover I would suggest cutting it as closely to the ground as possible and then taking a N0-Till drill and planting once the ground temps get in the mid to high 40 F range. I would also do a soil sampling and get the nutrients in position ASAP.
