Why are they measured differently?

All other animals are measured by wither/shoulder height, so why are cattle measured by hip height??

Are you asking me or telling me? I don't know cattle, never owned any, don't know anyone who ones any and probably never will own any cattle. Just something I noticed years ago, but never asked.
Some bulls don't look to have anything extra over shoulders, I saw a couple people measure cattle over shoulders or center of spine, too. =/
