I believe Linn provided this source to another person not long ago. I bet they've got what you're looking for:

Jimwho, I don't think you'll notice any horn development for a couple of months; heifers' horns are slower to appear than bulls' horns. Your calf's dam is horned; if your calf's sire is horned, your calf will be also.

I have no background in genetics; I think you have a 50/50 chance if the bull is polled, but that might depend on whether he is homozygous or heterozygous. If I'm wrong, then I'm certain someone else on the board will correct me, at least I hope they will. Genebo? Anyone?

Go here and read the last two articles under "Genetic Information" -- maybe that'll help you?

I am here in Michigan, have heard a lot of good things about John Potter and the bulls he offers AI. He has reds, polled, with all characteristics listed. One of his bulls is the second in the list under AI bulls on the Dexter Society site. I am sure he has more than one animal available AI, though he might have paid for just the one ad on the site. This is his information from the site:

John Potter
Spruce Grove Farm (SGF)
2524 West Elm Valley Road
Galien, MI 49113

Contact: Carol Koller
MidhillDexters@yahoo.com

A search will probably bring up a phone number to call and ask questions.

You might want to get some pictures of Polled cattle, see the different shaped heads than what horned cattle have. One of the 4-H kids showed me! Horned cattle tend to have a more triangular skull, with the horn ridge flat across the top.

Polled cattle tend to have a more oval shaped skull, with the part between the ears almost coming to a point in calves. On more mature cattle, the nose and part between the ears is rounded about equally on the cattle I saw. No flat part above the ears. Not Dexters, but various other breeds and mixes of breeds.

Once I learned that oval skull fact, it was pretty easy to pick out polled calves from calves that would get horns, in a group. Not any Dexters locally to practice my "new eye education" on. The Hereford heifer is polled, has a pointed head, more oval skull, probably about 6 months old. The dun heifer is a Dexter, about 18 months old and dehorned. She has a definate horn ridge, flat, across the top of her skull to give the triangular look to her skull. These are the only photos I have that are close to showing the visible differences in skull shape.

Got the wrong Hereford photo, wouldn't let me edit the picture. So here is the photo I MEANT to post showing the oval skull, pointed head of a polled animal.

Description above is pretty accurate. Head shape, even at birth, can tell you a lot.
Here's a pic of my Supreme Champion when he was 10 months old.
He had been clipped for show so the shape of his head is obvious.
He is red, non-chrondo, non-pha, polled and heterozygous A2.
He is also one sweet boy.
