Maturity for a Dexter/Zebu Bull?

I have an 11 month old Dexter/Zebu cross Bull calf. He has been in with a Heifer for the last 3 cycles (She is a pure Jersey) It has been extremely hot around here in Michigan.. He finds her heat, he does his thing but then she cycles again. He is a little young yet-11 months old. How much longer could it take before he is physically ready to breed my Heifer? Or could it just be delayed due to 90's (temp)? His manhood comes out so he certainly seems to know what he is doing

It could be her or him or both because of the heat and sometimes cows or heifers will have a false heat when already bred. we had one calve about 265 days after the last time we saw her bred by the bull. So it does happen.

His Dexter brothers would be mature months ago. I'm not familiar with Zebu.

The heat certainy affects his fertility. His testicles should be hanging well below his body, in the breeze, where they can stay cool. If they are up tight, you may have to wait for cooler weather.

I had a zebu bull that didnt sucessfully breed until he was closer to 2 years old. The cross could be anywhere in between.
