If she is, it will not be any time soon. That does look similar to discharge I have seen in bred cattle. Has she been exposed to a bull or AIed?
Is she a dairy heifer? If she is a dairy heifer you have quite a ways to go as there is almost no udder development yet and that usually starts around the 5 months bred mark on dairy heifers.

Mucus like that without any udder development could mean she's in heat.
