What is up with the 2 registration places? Purebred Dexter Cattle Association and American Dexter Cattle Association. Does it matter?
Also, where does the udder and milking capabilities come into play- dam or sire genetics?

It is my understanding that the American Dexter Cattle Association split into two assoications in 2004, and the Purebred Dexter Cattle Association was formed. Both the sire and the dam contribute to udder quality and milkiness. You can choose a sire from milking lines to improve udder quality and milking potential. Many Dexter cows do not have a balanced udder, because the emphasis of some breeders was to concentrate on beef qualities instead of the dual purpose qualities that made Dexters a great family cow.

The American Dexter Cattle Assoc, is the founding registry in the USA, and also the biggest.
Some of those members split off and formed the P's, seems they are not doing too well and many of their members are coming back to the ADCA. You can be a member of both, not sure you want to pay out for both though.
