Dry Corn stalks

I have heard you can't feed (or must severely limit) green corn stalks to cows (I have Jersey, her heifer at 2.5 months and a 9 month Jersey bull calf) or they will bloat.

How long (or how dry) must you dry out the stalks before feeding, and then can they get unlimited stalks?

Also, does this replace hay in their diet?
