Question Halter-breaking 17 month old steer

We have a 17 month old steer we bottle-raised. He's a black angus, and he's a big pet for us. Is there any way to halter-break and teach him to lead at his age?

Strong halter and lead rope attach to your tractor. Proceed very very slowly. He will pull back like the dickens but just keep going. Now he will pitch an all out fit. Keep going real slowly. he will learn and you will keep your arms
