Jailbirds - I concur with Dale that freestall barns are high cost per stall. On our farm, my father had a simple 3-sided pole barn (30 foot X 40 foot)with 3 foot deep sand floor(no concrete) which housed a 30 cow -calf Angus herd just fine.
Your desire to have headlocks suggests your concern is more geared towards being able to readily restrain and move cattle without difficulty.
You could erect a feeding slab - a strip of concrete for cattle to stand on while eating and put headlocks on that row. Or, you could look into properly designed handling/sorting corral and a good chute with headgate for restraining and doctoring needs.
Your use of the term coydogs intrigues me as to your location. If you are not in cold country - You may not need barn at all for beef & dairy heifers.
