Most likley a change to local zoning. You may find that you can get get a permit of residance without those items in place as well. You can often file for a variance for a composting toliet, but I doubt you will get it with a simple sawdust toliet, you might get it with some of the more complex composting toliets but you will need to meet with zoning/county boards and take lots of information for them. Its easier for them to say no than to listen to you.

We built our first home off-grid without power tools. Borrowed a generator and skill saw but only used it a few times as it was noisy and a nuisance to start. I have lots of good old sharp hand saws. We build the house with local rough sawn lumber, so we had to cut both ends of every piece of wood that went into the house, all by hand. (we used the power saw to cut plywood while doing the roof, and decided that a SHARP handsaw, not a new junk saw, did a better job).
