I'm a bit confused on the exact issue here.
Country roads here in my part of Minnesota were 100' easement from the centerline, some like mine were increased to 120' lately. Township gravel roads can be 50 or 66 or 75 feet from centerline most of the time. These issues are strictly enforced, no contruction or rocks or anything are allowed in this zone. Fence lines need to be 15' behind the line - that kinda chaps my hide, the county steals an additional 15' even tho I do not have a fence near the road, I think that is stealing.
Now, some old homesteads are grandfathered in closer of course, but I found a big rock in a field, movesd it to the power pole (which should be 10' in on my property) to pick up later. Got a letter from the county a week later, no rocks allowed on the easement.....
So, if you are 15 or 20 feet from the road, then it probably has become their trees & their fence to chop up. These easements are paid for by the county as they are laid out or widened, will see it on the deed, and you don't have rights to that land any more.
Here in Minnesota, tree lines close to the road are miserable, snowdrifts on the road, requires 10x as much money to remove snow all winter. Ain't no one going to cry for a row of shrubby trees removed from a road ditch around here.....
Now, should this row of shrub trees be on your property (as some other happening mentioned here appear to be) then I totally agree, the township/county had no right to do what they did, and I would want things fixed to some satisfaction.
Just not sure what exactly we are talking about here?
