I so not buy any charger not rated for at least 25 miles, even If it is just going on 100 feet of fence,

take a old AM transistor radio (can use the car/pickup radio) and go along the fence, if it is shorting one should be able to hear it, in the radio,

or walk it at night and see if you see any flashes or arcing,

I had a weak fence and could not figure it out, had one wire that had some snow fence blown up against it, and was shorting it out, ( it as on a wire I had forgot was hot),

at one time we had a batch of insulators that had a rivet that held the plastic on the spring that clipped on the T post, the plastic insulator would wear in side and short on the rivets in side the insulator, those were fun to find,

I have a very large solar charger that does pretty good. But I like the one's that use a deep cycle marine battery better now.

I agree with others that say the charger is too small. But have you made sure it's at least facing southerly to get enough sun? Any trees or buildings casting shadows?

Get out the weed eater and the round up.Then make your way around getting everything off hot wire . If that don't work add another grounding rod.
