Is there a plate with the name and API number at the well?

The plate was not found but the well was located by lon/lat

The well info was obtained thru the gov site and and gives a plug date and Depth PBT of 0.

If he owns the rights, he'd be better off if someone drills a new well. That's somewhat dependent on location. Drilling for natural gas without wet gases isn't going to happen at the current price. With wet gases, the chances improve in the short run.
