Our food bank would never accept items 10 years out of date. The local charity wants even canned items to still be within the expiration time frame.
If the item comes from my own pantry and I know how it has been stored and handled, don't have a problem with using 'outdated' items...however, when it comes from an unknown source, I'd be much more leery.

Anyone who would throw away clean sugar or salt that has untampered or undamaged packaging,even if it's rock hard, deserves to go with out..

Thanks. Have decided to keep sugar, salt, rice(not instant) , Cocoa, and plain flour(had no bugs and was sealed in glass). Guess most spices are not good.
Next ? Most items in freezer are 5 yrs old. Lots of pork loin. Some pizzas. Some vegs, All came from groc, no home prepared. What a waste. Person was in hospital then nursing home. House vacant. I am relative cleaning out. 😞

Make dog food out of the loin and veggies.Toss the pizza.

I would feed the frozen meat to the pets and the canned stuff would go in the chicken or pig buckets. That way it wouldn't be wasted. We don't eat white flour, rice or sugar but if we did I would keep it. Spices tend to lose their flavor pretty quickly so I would just toss those. Same with any sort of boxed mix or packaged stuff, it probably all has bugs.
