The FBI may have done a lot of things wrong, and have a lot to learn. But the outcome of that confrentation was pre-determaned by Koresh - he wanted it to end the way it did, and if not on that day, would have continued until that outcome happened.
It is difficult to balance the needs of a society & the needs of an individual. Both sides get stomped on from time to time - that's how it is. Fault & blame enough to go around most of the time.
Koresh was so clearly outside the lines of what is accepted for both individuals & a society, the 'fault' of his actions clearly rest on his shoulders and his alone.

No question about Koresh being a nut. The FBI were after him and only him and they were willing to destroy the whole complex with women and children to get him. Why? He was suspected of having an illegal weapon? Koresh was know to leave the complex and go into town on occasion, he should have been taken down then or with a covert night operation. The FBI should have known the mind set of this group and taken that into account. I place all the blame on Reno, she gave the order but it was probably from faulty information. This ranks right up there with the Mei Lei massacre and nobody was held accountable.
