It has to be loose so that I have a nutrual. It engages forward when I pull the lever which raises the ideler pulley up from the bottom against the back of the V belt in between the engine and the drive pulley on the wheel.
What was the difference in length of those 2 belts?

Did you change that adjustment when you tried to use the the shorter belt?

See above.
Tell us what the diameter of the current flat tensioner pulley. Also tell us about these belts you have tried.

Bill, I feel for you. My garden tractor project has left me with a stock of wrong sized belts that I lost the receipts for. I will probably list them on one of the garden tractor sites. I have my 4th attempt at the right size belt in hand now, even though #3 kinda worked. Same deal as you, 78 was too short, 82 was too long, but 80 didn't work either.

At our tractor supply, the idler pulleys are an aisle over from the bolts and hardware, not with the lawn mower belts. What tractor supply lacks in knowledgeable service they make up for in easy returns.
