After reading all the suggestions, I'd go with this one!

If I was local I'd go and put an arrow through a couple of them when season rolled around.

Just had another idea. Hunting season starts next month here and walmart already has stuff out on the shelves. Get a bottle of for in heat spray and figure out a way to spray it on the problem neighbours. More people complaining about a deer problem should get the dnr involved and its cheap entertainment.

interesting--i dont think she has tried a water gun, i will tell her. i also told her to get an air gun. and i agree it does put her in a catch 22 cuz those are the neighbors deer as far as they are concerned and i also agree the neighbors should be shot and quartered but unfortunately its not against the law in minnesota to feed deer (except close to your deer stand). she spends a small fortune on stuff to keep them out of her gardens but they get used to it after awhile and it doesnt work as well. unfortunately the leap between not fearful and aggressive can be a short one, and from what i have seen they need to go back in the woods for everybodies safety. i was up there in june and its gotten alot worse since then. i know she has done alot of research online on ways to stop them and none of it has worked. i know she has even gone so far as to change plants in her garden to things deer are not supposed to like and they still eat those. but i am more worried about her safety at this point---because they are wildlife and they do have it in them to hurt some one.

My best friend had a lot of trouble with racoons that the neighbors were feeding. She turned them in and they were told to stop feeding the racoons. When they didn't, they were fined and the racoons were removed. Although I'm sure the game dept won't remove the deer, they might have laws against feeding them.

We do not feed or encourage deer but they are all over up here. We have had two dogs hurt by one nasty doe who also went after my DH. No she was not protecting a fawn, she didn't have one. And the dogs were not chasing her, she chased them.
Feeding deer is not legal here and the DNR will put an end to it if someone does it to the point of causing problems.
Deer can be dangerous, when we lived in TX an electric company employee was killed by a buck while trying to do his job. And the deer around Houston are about half the size of northern white tails.
If it's only illegal to feed deer near a deer stand, can she put one up in her yard? It isn't fair for the neighbors to create problems for your friend as well as the deer.

Maybe she needs to buy a big sack of feed and try to get friendly with the deer
Seems to work for everyone else.

It would make enemies of the neighbors but she could put the word out for bow hunters to come to her place and thin them out when the season opens. If the neighbors realize they are training the deer to come so they can be slaughtered they will probably stop feeding them.

Although, I'm more in line with Wind in Her Hair's line of thinking.....
But then here in NY we have laws against feeding the deer.

Yes therer are laws but EVERY store you go into sells products to feed the deer! So who is going to obey the laws when the stores are still selling the lure to bring the deer in?

TRUE STORY !
After 18 mounths of going to the national forest 2-3 times a week with a one gallon ziplock bag of corn the deer get to know you. There isn't a house within 5 miles and I go when there are very few people there. Many days, I don't see another person. At a different place each time, I yell ( the same call each time ) several times for about 2 minutes ( deer have very good hearing ). I soon hear the deer crashing through the brush, coming toward me. These are wild deer out in the middle of nowhere and they come within 40-50 feet of me. One young buck snorted and came so close that I got on the other side of my 4-wheeler from him. As long as there is nobody else around and I move very slowly, they move right in to within 25 feet.

What county does your friend live in? Currently there is a ban against feeding deer in Goodhue, Washaba, Dodge, and Olmstead counties. DNR hopes to contain the spread of Chronic Wasting Disease.
Deer are extremely adaptable and if they are getting fed the will rapidly acclimate to the surroundings, as we all seem to be familiar with. They also pattern people like hunters pattern them, ie how many people see deer all over the place during the day when hunting season is out but a few days into the season they have switched to night-time travel? The problem with hunting the deer is that it is the Hunters that will get fined for hunting over bait, not the neighbors for doing the actual baiting. Also, the deer might not hang around during hunting season but they will be back during the gardening season!
The best way to get the deer to go away is to stop the neighbors from feeding them. Educating them on the dangers of feeding the wild animals- for example, make sure they see videos similar to the ones posted. Also, drag up some information on CWD, if they care about the deer so much it might make a difference to them that they are increasing the chances of causing terrible sickness to spread through the beloved herd.

Became people use it to bait deer for hunting. Feeding deer that are a nuisance is completely different.

Official Wisconsin Department of Transportation Crash Data for 2011
Minimum 5 deer crashes per day. That's right no less than five EVERY day year round.
Peak day 252 deer crashes.
Could not tell how many involve fatalities, but there is data on that as well.
These are LEO numbers, actual numbers are even higher.
Where I live in Southern WI, local paper reports deer crashes two to three per week YEAR ROUND, worst in November. Numbers are higher in Dane County where bigger population of Madison is.
So the next time you think it's OK to feed a deer, think about your insurance rates going up.

And where is that? As far as I can tell every neighborhood has at least one moron, one crazy person, or one extremely loud and inconsiderate person. Some unlucky neighborhoods have all three, with an additional crook thrown in for good measure. It's impossible to get away from them; they are everywhere.
I've got 6 huge bucks in my backyard every evening for an hour or so. They have no fear of humans or dogs, either one. No shooting allowed here. All I can do is fence them out of the orchard and look before I leave the house by the back door.
Some of them are scared of an umbrella opening.

We had this problem many years ago, our nieghbor fed raccoons and the dear. These WILD animals became very agressive, to the farm animals/pets and people in the area. Everyone tried to tell her this was not a good idea even the Ag Department in my State was involved. The sad thing is that she didn't get it until her 3 year old GD was attacked in her back yard by a raccoon. Don't stop contacting State/County Angencies and keep complaining, Soon or later you will find someone that cares and can help. Hopefully before some one gets hurt.
Edit: spelling and other things
