Never ran across law enforcement, fire departments (mostly volunteer out here), game wardens, pipeline inspectors, electric easement inspectors, etc. ...that didn't have bolt cutters in their tool box to take care of locks. There is no lock that can't be bypassed/removed... locks are for honest folks. What a boltcutter won't cut, a small cutting torch will.

Exactly Texican.

I was on the local volunteer fire dept for many years and one time this group of people who had a compound on us (the FBI was watching them closely) had a fire and when they called they said, "We'll send a person up to unlock the gate for you." They were incredulous when they found out we had the right to cut the lock,

in our area you can use the right of way anyway you want except buildings, however, the utilities and county can upset your use anytime they want, so you must think ahead..we use perennials on our right of way realizing they could be damaged in the future
