Regular vinegar is 5% acid; horticultural vinegar is 20%, so it's much stronger. It can be hard to find. There have been reports of it damaging sprayer parts because it's so acid.

I have found that (regular) vinegar works best on seedlings, sprayed early on a warm day -- by afternoon, they're wilted and pretty brown. Otherwise, it takes several sprayings to knowck it back, and if they're deeply rooted enough, they will still survive.

I can't burn anything, again this is at the fenceline, which consists of wooden fences and obviousy I can't just pull up 10 acres of fence several times!

I was wondering that if I use the vinegar formula, would not doing this over several years stop the parsnip? I mean, the plant would not have a chance to go to seed. BUT having said that, there are acres all over of the stuff, but at least maybe I can make a dent in our field/yard.

You don't need to burn them up, just hit them with a good hot flame. Shouldn't even scorch the wood fence.
