We never had any trouble with the wood chips washing away even when it did not have the gravel on it. But, we did not have a spot that was really getting a gully washer of water.
Now....once we did put some chips in the wrong place - on a slope that went down to a creek and the water off the road did wash those chips right on down in the creek.....but we should have known better since it was quite clear the water was going to go there. That was the first year up here when we did not have much common sense....
If the road bed or path is a good one and not full of mud already, then I think the wood chips will work fine. But - if the road has muddy ruts and is already smushy and slushy full of mud then I think it would be a mess.
Just hard to say. We have used the chips for all sort of things and had good luck with them.
