Interstate is what makes the penalties so harsh.... That makes it a criminal offense by violating the "Lacy Act" and pulls it into the Federal Courts. Much harsher penalties do to Lacy Act violations are typically more commercial poaching related, not just your average Joe trying to fill a freezer. As to Wildlife Officials inspecting your freezer....I like to refer to that as "tack on charges"....They are most often the result of a search warrant being served for some other wildlife violations (that required the signature/approval of a Judge). As a result of the search warrant, they "tack on" any other violations they uncover such as untagged meat, possession limit violations etc... I've never heard of a Wildlife Official pulling up to someone's house and asking to search their freezer- if they do, DEMAND a warrant. Think of it like a LEO stopping a car for a tailight infraction and then determine the driver is intoxicated and has drugs. It's no longer just a tail light ticket.
