Here are the seedling grow boxes my hubby made. He used 4x8 foot panels of styrofoam, cut them with a knife, and I think he used either Liquid Nails or just any good construction glue to glue them together. They were cut and glued to fit exactly the 4 foot shop lights we use. In our case we just lift the lights up to water. Here are some pics.
I can't reach the boxes (in storage at the moment) to tell you what type of bulb but they are not special grow light bulbs that I do know. The walls allow for a good amount of humidity (we are in the desert so I know these keep a good humidity level), hold in a bit of warmth and the white walls reflect light too.
Start with old empty coffee cans or some such on the bottom of the box. Place your newly planted seed trays on top of those. As they grow, just begin lowering them into the boxes by changing the supports under them to be shorter until they are resting on the bottom! Easy peasy!
