This happened with my brother, for years he bragged on how "good" his family was with their electricity usage. Every time I visited the A.C. was set at 70 and running full blast.
When the new meter was installed, his bills went up tremendously.Now the AC is at 82 and ceiling fans are in every room. Now he knows what reality really is.
