I can see how a person could hook some fence or a gate without knowing it. One of our neighbors hooked the top two squares of woven wire with his seed drill neatly stripped 100 feet of fencing right off the posts then dropped it on the corner. He must of had the wind blowing behind him and couldn't see through the dust.

My father was leaving a job site one evening and hooked a strand of barbed wire, probably pulled out 100 yards before someone flagged him down.

On the other hand I have some other neighbors that used their tractor to push snow through and pile snow on top of a brand new run of fence I had just put up that summer. Destroyed the fence, they told me they had "no choice" there was just too much snow. They have hooked that same run of fence several more times. I'm done replacing it, I'm looking for a final solution.

I'd put in 2 pipes and chain painted orange to block access.

LOL look at it this way the fence did its Job !
People like that are the Reason to put up the fence!

I once came home to find my sheep in the neighbors wheatfield I ran them home and discovered someone had hooked a section of my fence and pulled it down.
I called the neighbor up told him what happened and sent him a check for what I thought the damages to his wheat would be.
LATER he sues me for damage.
Id stepped off about 1/4 a acre in a wooded corner and where nothing ever grows .He claimed they had destroyed 5 acres of 120 bushel to the acre wheat that he had sold at the TOP PENNY of the market.

We where in a small claims court fighting it out when another neighbor started laughing ,when the judge questioned him about it he explained he thought it was funny cause he seen this guy snag my fence with a bush hog and that's why the sheep were out!
