Frankly, I'd go with the Lehman's style one but make it myself. The rods, two short boards, a drill, hooks, and a rope is all you need really. Could even make it to fit exactly the space you have.
I do mine on fold outs that sit next to the heater, use a fan to help circulate if need be. Think I'll make me one of those ceiling types for the new wood stove.

I bet if you check on craigslist in your area, you can find a dryer that runs on propane for a decent price.

I am not sure where in NY you are located but if you are hours north of Binghamton there is a floor model rack on the Rochester craigslist for $8. Looks nice.

I have a floor dryer very similar to the one from Lehmans. I got one at Walmart and found another at an antique store. I use them for all jeans, pants, and shirts. Socks and undies are kind of annoying so they usually go in the dryer. The floor model isn't very conducive to drying larger items like towels, sheets, but it works great for other items.

The ceiling model drying racks are GREAT!

I was going to buy the one you posted, then I saw one for $30 at Ikea. So I got 2.
They work sooooo well! Much better than a floor stand, because (duh) heat rises. They dry faster at the ceiling.
Also, they are great if you live in a small space, no laundry rack in the way.
I've had mine for about 2 years now, and have had no problems.
