If it's a conical (volcano) shaped hole, it's ant-lions, doodle bugs, or beetles.
If it's a little pile of dirt next to the hole, it's an animal that has been digging in there.
If you tap lightly on the ground next to one and something comes out to investigate, then it's likely to be some kind of insect hoping for prey to fall in their trap. Kinda like the Sarlac from Star Wars the Empire Strikes Back - but on a small scale.
Fall in the sarlac pit and be slowly digested over a period of 3 thousand years!
