You can understand why it passed, when you understand who passed it. http://www.sos.mo.gov/enrmaps/201011...300&oTypeID=25

And you can't ask all the dogs rounded up off the streets either. So there would be no real way to collect the information and anyone who says they have has to be fudging.
Actually there are published studies that have been done on why dogs end up in shelters and where they come from. Take a minute and do some research. They have not been widely publicized because they do not support the propaganda spread by animal rights groups. I'm guessing if these true facts were known it would be more difficult for them to gather "donations" from the gullible public.

I can't see where anything was gained by B. There are already laws on the books if they were enforced.

If the lawmakers could make laws over the wishes of the people this wouldn't be America anymore.
The "lawmakers" ARE thinking about overturning it due to the "wishes of the people".

It was "people" who brought the flaws in the law to their attention.

The lawmakers didn't decide this on their own

Exactly, Prop B isn't about puppy mill cruelty, it is about wording things in a way that makes the average citizen will feel justified in passing laws restricting animal ownership and property rights. HSUS and the like have been spreading false information for years so that the public will not question if laws like this one are needed or what the end goal is. One more step on the road to eliminating all domestic animals and all animal ownership.

While I've seen that, I've also seen plenty of dogs that were perfectly healthy. You can't get mad at the system if it's the people that have it wrong.

I don't deny that "puppy mills" are gross. They are. But there are plenty of kennels that operate just fine.

It is almost amusing the idea that if you are against radical animal rights groups, who have an agenda, passing laws in your state or country then you must be in support of abusing and misusing animals.

The HSUS used false advertising and misleading slogans to play on the sympathies of people ( note~ they only campaigned in the densely urban areas were they knew they had a chance to 'snooker' the most citizens )

The abused and pathetic dogs they used in their advertising campaigns, who were very sad and abused animals mind you, all came from UNLICENSED, therefore illegal, puppy mills who are not even mentioned in much less affected buy this new law.

No matter how many laws you pass criminals will still be criminals.

I know little about this particular law - but I agree totally with your post.

So many of our laws have been passed because people get emotional. Emotion is a very bad reason to pass a law. If a law cannot be 'sold' to the people on pure logic and facts, it shouldn't come into being.

Agreed - criminals will always be criminals. If they aren't obeying the laws we have - what makes anyone think they will obey more. Of course, most times, it isn't the criminals the intended target of the laws.
