I did miss the point about being fined for employees. But the headline indicated that he was fined for growing too many vegetables. I'm not too sure about the employee part though, it doesn't sound as though he was paying people but that they were working in order to get food. How would having neighborhood children weed or pick your garden for you be seen? I tended a friends garden and chickens for two weeks when they were out of town, and although I didn't get paid, I was able to eat the vegetables we picked and the eggs we gathered (although we have our own chickens so we brought the eggs to church), so I'm afraid in that area I might have been considered an employee.
This is one of the reasons we purchased land out in the country with no zoning, and when the county added zoning a few years later made sure we were zoned agricultural.
