Here I found this page on simular tool and its bit more useful: http://www.practool.com/clamp-it-tool1.html Its bit higher dollar. Is it the original and the page above some Chinese knockoff?
I found the website very informative. Yes, you have to scroll down to find the menu, which is a bit dumb--had I been designing things, I would have put the menu right under the top banner before the shipping price info. The site you posted is an Aussie site -- I think it's the same tool imported to Australia. Also, it takes more Aussie dollars to buy than US dollars. It does look like a nifty tool, but even after reading the instructions, I wasn't sure how it actually works to pull all the loops tight and not just the last one, especially on something like garden hose.

We do. DH cut a bunch of short pieces of scrap copper pipe, and we use hose clamps. Even if we have to buy the hose clamps, it's half the price of buying the premade splicers. Of course, his mowing is the reason we need to splice hoses in the first place.

I use a short piece of copper pipe that I expand on both ends with a drift pin. Then I use small hose clamps at the repair. I have a neighbor that seems to throw away good hoses every year. I have at least 4 he threw away.

As for new hose ends I like the metal ones but sometimes they are hard to find. I always look around the flea market for them.
