The simple truth is codes are only as good as the people supposedly building by them and the inspectors that are making sure they are followed. It doesn't matter where you live there are unscrupulous contractors and dirty inspectors that will take a bribe to look the other way. Sadly that is the way of the world some places. Fortunately most people will build to code without having to be watched over and for that reason codes don't need to be in place for them because they will build a propr home. Codes are in place for those who will always circumvent plain old common sense and quality construction.

Some contractors don't even have their work inspected. We had a new breaker panel put in, and some other electrical work done by a contractor, and the inspector signed off on it while we weren't even home- he couldn't have looked at it! But when I installed a new garage door, the inspector went over my work with a fine-tooth comb. He was very impressed with my work, and said it was done much better than a contractor would have done it. I guess they figure contractors should know better, so they assume it's right, where with a non-professional, they need to actually look at it.
