Place a piece of heavy plastic sheet on the bare concrete floor and tape it to the floor. Leave it for a few days and see if there is condensation moisture on the plastic. If there is then it's coming thru your floor. Floor should have had plastic under the concrete but most won't do it and they tell you it's not needed. Walls should have been sealed from the inside with UGL drylok or similar before studding and drywalling. Cement paint from Lowes will most likely peel off especially if moisture is coming thru concrete.

Thanks - sounds like more work! What can we use on the floor now? If there is moisture coming through sounds like any paint we use will peel..... Any ideas for the floor?

Thoroseal makes several products that would work for you. Thoroseal has been around a long time. One is NSF rated for drinking water supplies like in cisterns. I always suggest that you find the company in your area that sells supplies to contractors doing concrete work. They'll have access to more information and product diversity than the big box stores.

I wouldn't rule out your basement walls as a source of moisture. A lot depends on how your property lies and the water table.
