I love the simplicity, the best ideas are always simple. However, I have a feeling the tap should be on the last barrel to prevent stagnation.

If you built a PVC receiver with a cross pipe and down spouts for every barrel you could do it from the top, with no additional holes, and no need to siphon. (just my 2c).
